The organisational chart of the Department of theTreasury is defined by the Dpcm (Decree of the President of the Council of Ministers) no. 125 of 26 July 2023. The competences and organisation of the individual structures are laid down in the  DM (Ministerial Decree) of 7 August 2024.

Office I

General affairs and secretariat. Support for management functions and the organisation of the Director's activities, with particular reference to the identification of offices to which requests for opinions and/or other assignments related to the activities required of the Directorate are to be assigned. Definition of the Directorate's needs, in synergy with the Department's offices in charge of cross-departmental functions. Supporting the financial management of staff assigned to the Directorate. Legal, administrative and accounting coordination of the Directorate's research activities. Preparation, presentation and publication of working papers, thematic notes and other research products. Coordination of participation in national and international projects in the fields of competence of the Directorate. Management of contracts, collaboration agreements and conventions in the areas of competence of the Directorate. Participation in the activities of the Tor Vergata University Foundation and the OECD Global forum on productivity. Supporting the editing and translation of the Directorate's economic and financial planning and research documents.

 

Office II

Analysis and research on the productivity growth and of the potential output of the economy, including for the purposes of monitoring and forecasting structural public-finance balances and verifying the primary expenditure growth rule, significant deviations from the expenditure path agreed with the European institutions, and other requirements of the European economic governance reform and relevant national legislation. Analysis and research on public debt sustainability, with particular reference to the methodology (Debt sustainability analysis, DSA) used to simulate the debt/GDP ratio in the medium and long term. Analysis of age-related expenditures in order to assess their impact on the sustainability of public finances. Analysis of supplementary pensions and the adequacy of pension systems, including through the use of dynamic micro-simulation models (T-DYMM). Support, on matters of competence, for official policy and monitoring documents. Participation in EU working groups on the output gap (OGWG) and ageing population (AWG) and on the DSA methodology underlying the projection of the technical trajectory. Supporting the Directorate's work in relations with international bodies such as the IMF, European Commission, OECD and rating agencies. Relations with the Parliamentary Budget Office and the State General Accounting in matters falling within its remit.

 

Office III

Analysis of the Italian and international economy. Management of short-term macroeconomic forecast modelling in cooperation with Office IV. Preparation of the macroeconomic forecast for Italy for the purpose of drafting policy documents and to support the assessments of the Minister and the Director General of the Treasury. Analysis of currency and credit and financial stability at Italian and global level. Monitoring and analysing macroeconomic imbalance indicators. Development of research activities in the macroeconomic field. Support, to the extent of its competence, the drafting of policy documents. Participation in national and international committees and working groups relevant to the topics of expertise, and in particular in STEP of the OECD and the Expert group on economic forecasts of the European Commission. Coordinating support for the Head of the Directorate's participation in the OECD Economic Policy Committee. Supporting the Directorate's activities in its relations with international bodies, in particular with the IMF, the European Commission, the OECD and the rating agencies for matters falling within its remit. Relationships with the Parliamentary Budget Office, the Departments of Finance, of the Economy and of the State General Accounting in matters within its responsibility.

 

Office IV

Development, maintenance and updating of the management's macro-econometric and quantitative models (ITEM, ITFIN, IGEM, QUEST, GEM and MACGEM), as well as the micro-econometric model (EUROMOD). Management and development of short-term macroeconomic forecast modelling in cooperation with Office III. Development of the environmental and energy modules in the Directorate's econometric and quantitative models in cooperation with Office V. Evaluation with econometric and quantitative models of the economic impact of economic and fiscal policy measures including public investment and structural reforms and shocks resulting from the changing international environment. Italy's representation in the European Commission's LIME Working Group for the development of methodological approaches to trace, analyse and model the impact and interconnections of structural policies and reforms. Support, in the areas of competence, in the preparation of dossiers for the OECD Economic Policy Committee and WP1, and for the Economic Policy Committee of the European Union.

 

Office V

Analysis and research on issues of social and gender inclusion, labour and sustainable development. Coordination and preparation of the Report to Parliament on Equitable and Sustainable Well-being Indicators (ESW) and the ESW Annex to the Economic and Financial Document (DEF). Contact person for the analysis of Equitable and Sustainable Well-being Indicators (ESW) as well as for the development and management of forecasting models and impact analysis of these indicators, with the support of other offices in the Directorate and in coordination with other structures of the Ministry and key national actors. Analysis of labour market dynamics impacting on ESW Indicators. Regulatory and economic analysis of energy, climate change, environmental markets (especially EU ETS tradable permits), incentive systems and sustainable development. Participation in national and international committees and working groups on topics of expertise, and in particular in the European Union's Energy and Climate Change Working Group (ECCWG). Supporting the preparation of dossiers for the OECD Economic Policy Committee and WP1.

 

Office VI

Analysis of Italian and European public finance. Monitoring of the main public finance aggregates and preparation of specific reporting. Analysis of the main financial measures, also based on the support to be provided to the activities of other offices of the Directorate. Analysis of fiscal data for business cycle nowcasting. Analysis of sovereign rating in the international context and of the interest rate differential on Italy's public debt in relation to other EU countries; Research activities in areas of expertise. Coordination of work and participation in the preparation of the Medium-Term Structural Fiscal Plan and other documents within the remit of Directorate I under the reform of European economic governance. Coordination of the support provided by the Department of the Treasury for the drafting of the budgetary planning document. Participation in national and international committees and working groups relevant to the topics of expertise. Supporting the Directorate's work in relations with international bodies, in particular the IMF, the European Commission, the OECD and the rating agencies. Technical coordination of relations with the Parliamentary Budget Office. Cooperation with the Departments of Finance and of the State General Accounting in matters within their sphere of competence. Coordination, in liaison with Office I, of the allocation of requests for opinions to the various offices of the Directorate.

 

Office VII

Analysis of the productive sectors of the Italian economy to support the economic research activities of the Directorate and the needs of the Department of the Treasury. Analysis of the impact of economic and fiscal policy measures on productive sectors and companies. Development of micro-founded models for studies and assessments of economic performance and growth using company and individual micro-data. Coordination of relations with trade associations and companies for the monitoring of production sectors as well as, for matters within its responsibility, with other public administrations, in particular with the Ministry for Made in Italy. Support, to the extent of its competence, the drafting of policy documents. Supporting the preparation of dossiers for European working groups and the OECD.

 

Office VIII

Analysis of reforms and structural features of the Italian economy, supporting the Directorate for research activities and relations with international bodies, such as the International Monetary Fund and the European Commission, as well as with rating agencies. Support in the process of defining EU Council recommendations to Italy. Update of the government's reform timetable, in cooperation with the relevant ministries. Technical coordination and preparation of the section of the Fiscal and Structural Plan relating to the reforms adopted by the Government also in response to the EU Council recommendations to the country and/or in direct implementation of the National Recovery and Resilience Plan (NRRP). Technical support for the drafting of any updates to the National Recovery and Resilience Plan (NRRP). Monitoring, analysis and impact assessment of the reforms envisaged in the NRRP in cooperation with the monitoring unit of the Department of the State General Accounting Department. Technical coordination of interaction with the European Commission within the Macroeconomic Imbalance Procedure (MIP). Technical coordination of interaction with the OECD within the peer review procedure (EDRC) of the Italian economy. Participation in the OECD WP1 and in national and international working groups relevant to the topics of expertise. Supporting the preparation of dossiers for the OECD Economic Policy Committee.
