The organisational chart of the Department of theTreasury is defined by the Dpcm (Decree of the President of the Council of Ministers) no. 125 of 26 July 2023. The competences and organisation of the individual structures are laid down in the  DM (Ministerial Decree) of 7 August 2024.

Office I

General affairs and secretariat. Support for management functions and pre-legislative activity in matters falling within the Directorate's remit. Definition of the Directorate's needs, in synergy with the Department's offices in charge of cross-departmental functions. Supporting the financial management of staff assigned to the Directorate. Management of conventions and contracts with external parties in matters falling within the competence of the Directorate in liaison with the competent offices. Storage and management of gold, silver for coinage and other valuables. Participation in inter-institutional working groups. Relations with the judicial authorities, control bodies and the Minister's direct cooperation offices.

 

Office II

Coordination of the Directorate's presence in European and international working groups on sovereign debt (ESDM-EFC, OECD, Retail Sovereign Debt Group) also in coordination with the European and International Financial Relations Directorates. Management of the PDM Network in cooperation with the OECD and the World Bank. Supporting the organisation of international conferences and meetings with other supranational bodies on public debt management techniques. Organisation of seminars and study visits of public debt managers from emerging countries also in cooperation with national and international organisations, universities and research centres.

 

Office III

Coordination of quantitative and qualitative content development activities for the public debt section of the Department's website. Processing of statistical data for the debt section of the departmental website. Coordination of external communication activities related to debt issuance and management in cooperation with the Investor Relations and Communication Department. Management of relations with national and international bodies on the accounting treatment of public finance aggregates relating to public debt in accordance with European standards, as well as participation in inter-institutional working groups on the same issues. Coordination of activities for the preparation of reporting documents for debt management activities including those relating to the Government Bond Sinking Fund.

 

Office IV

Planning of medium/long-term government bond issuance in coordination with Office V. Execution of transactions involving the issue of medium/long-term government bonds on the domestic and international markets in both public and private formats, as well as management transactions involving outstanding government securities (share swaps and repurchases). Management of repurchase transactions from the Government Bond Sinking Fund. Monitoring of the domestic and international government bond market in its various components. Relations with government bond specialists and their valuation. Analysis of the microstructure of the government bond market and its functioning. Relations with government bond market supervisory bodies. Relations with Institutional Investors in Government Bonds. Monitoring European and international interest rate markets. Participation in inter-institutional working groups and representation of the Head of the Directorate at external events, for matters falling within its area of responsibility.

 

Office V

Planning of government securities and short-term loans issuance in coordination with Office IV. Execution of issues of government bonds and short-term loans on the domestic and international markets. Monitoring of the Treasury's liquid assets also in coordination with all institutional entities operating on the State Treasury inside and outside the MEF. Management of the Treasury's liquid assets also through money market operations. Monitoring the domestic, European and international money market. Relations with specialised money market operators. Participation in inter-institutional working groups and representation of the Head of the Directorate at external events, for matters falling within its area of responsibility.

 

Office VI

Scenario analysis, also integrated, of the risk and cost properties of the debt and derivatives portfolio, using mathematical-econometric models, for the purpose of developing the management strategy in coordination with Offices IV and V. Management, maintenance and development of IT applications to support the mathematical-econometric models. Development and implementation of derivative portfolio management strategies. Processing, in coordination with Offices IV and V, of the final balances and forecasts of public finance aggregates relating to public debt, also in relation to the drafting of the MEF's economic planning documents, as well as management, maintenance and development of the related calculation applications and databases.

 

Office VII

Monitoring, also integrated, of the financial risks of both securities and derivatives portfolios, in coordination with Office VI. Monitoring of counterparty risk in relation to Treasury's cash management and derivative transactions. Management, maintenance and development of IT applications for counterparty risk management. Valuation of the derivatives portfolio also for collateral purposes. Management of securities and cash movements resulting from margins on collateral relating to derivative transactions. Participation in inter-institutional working groups and representation of the Head of the Directorate at external events, for matters falling within its area of responsibility.

 

Office VIII

Release of orders for issuance and management of international debt, including through derivative transactions. Management and monitoring of expenditure categories related to the servicing of international loans and derivatives. Issuance of accounting measures and management of payments related to the principal repayment of international government bonds as well as the payment of interest on such loans and derivative transactions. Accounting requirements relating to participation in European financial programmes. Financial management of former ISPA loans.

 

Office IX

Release of orders for issuance and management of national debt. Management and monitoring of expenditure categories relating to the servicing of domestic government bonds and the Treasury's cash management operations. Issuance of accounting measures and management of payments related to the principal repayment of domestic government bonds, Treasury cash management operations, and the payment of interest on the above-mentioned loans. Issuance of measures relating to operations carried out under the Sinking Fund and related accounting management. Accounting management of interest-bearing postal bonds transferred to the MEF. Analysis and possible issuance of measures with regard to legal, accounting and administrative issues related, in preparation for or subsequent to the settlement of the Treasury's debts by means of financial transactions or allocations of government bonds. Institutional relations with the Bank of Italy and the Italian Stock Exchange for activities related to the issuance of domestic government bonds. Control over the management of gold, silver for coinage and other values. Fulfilment and accounting controls in respect of non-dematerialised debt. Management of the settlement of collections relating to the above loans and transactions, also in coordination with the Bank of Italy and the centralised management company for government securities.

 

Office X

Review and assessment of legal, accounting and administrative issues related to debt issuance and management activities as well as the management of the Treasury's liquid assets. Preparation of legal documentation relating to issuance programmes on international markets, also by checking and adapting to current regulations with regard to such documentation. Study, analysis, and definition of contracts in international market operations. Study and processing of ISDA contracts on derivative transactions as well as their activation or updating. Handling of requests concerning postal bonds transferred to the MEF and government bonds.

 

Office XI

Coordination of the borrowing activities and financial operations of public and territorial authorities, with verification of compliance with the Department's guidelines and current regulations. Monitoring the debt and derivatives of territorial authorities through the management of an ad hoc database for the processing of statistics for dissemination and analysis purposes. Drawing up analyses and proposals to increase the efficiency of local authorities' borrowing activities. Interdepartmental reports aimed at monitoring and restructuring the healthcare debt of the regions. Financial, operational and contractual management of the MEF's lending activities towards territorial entities in coordination with the Department of the Economy and the State General Accounting Department. Participation in inter-institutional working groups and representation of the Head of the Directorate at external events.
