Office for the Coordination of Administrative and Secretarial Activities of the Director General of the Treasury
Coordination of activities in support of institutional and secretarial functions of the Director General of the Treasury. Oversee institutional affairs and relations with the direct collaboration offices of the Minister, Deputy Ministers, Under-Secretaries and the public administration in general. Handling of reserved business on behalf of the Director General of the Treasury. Coordination of administrative work with the directorates and offices of the Department. Coordination of the pre-legislative activity carried out during the parliamentary process and the activity related to the preparatory meetings of the Council of Ministers. Coordination of activities and preparation of templates for measures relating to organisational changes in the Department. Coordination of obligations related to the operation of the Technical and Scientific Council of Experts. Coordination of departmental activities aimed at the prevention of corruption and monitoring of the relevant obligations.
Office for Strategic Planning and Management Control
Development of the Department's Strategic Plan and structuring of strategic guidelines into strategic and operational objectives, and related performance indicators, throughout the organisation. Management of models for the development of the strategic and operational objectives of departmental structures in economic, financial and human resources terms and related performance indicators. Identification of the economic and financial needs instrumental to the functioning of the Department, monitoring of the trend in available funds during the year and management, in cases of non-coverage, of the activities aimed at replenishing the resources provided. Analysis and evaluation of expenditure reduction initiatives and ex-post monitoring of actual savings achieved. Management of accounting and budgeting processes and of the process of drawing up and managing the integrated financial-economic-equity report. Drafting of programming documents at the different stages of the budgeting/forecasting/accounting process (Explanatory Notes to the Financial Statements, Performance Plan, Directive for Administrative Action and Management, Integrated Plan of Activities and Organisation, General Statements of Accounts, Eco-reporting, Gender Budgeting). Managing the process of allocating the expenditure categories under management to the relevant departmental structures and the related administrative and accounting activities. Development and management of the departmental, operational and institutional reporting system. Defining and updating the Department's value chain. Analysis of results and returns.
Office for Innovation, Informatics and Cybersecurity
Definition, development and management of information and technology systems, infrastructure and all IT resources of the Department of the Treasury and the Department of the Economy and Governance and implementation of the digital transition process of the two structures. Design, implementation and promotion of technological and organisational innovation initiatives. Management of departmental websites, and user services, including audio and video conferencing and support for computer applications. Computer security and departmental support to the CERT (Computer emergency response team) of the Ministry. Development of digital skills and the dissemination of a culture of cyber security in the area of competence.
Office for Data Management and Enhancement, Artificial Intelligence Development and Risk Management Models Oversight
Definition and implementation of technological methods and solutions to enhance the information assets of the Department of the Treasury and the Department of the Economy. Management of databases and infoproviders. Study, research and application of artificial intelligence to support analysis and decision-making processes and also of departmental modelling. Application of AI to activities within the remit of departmental offices. Monitoring of the integrated risk management system, in coordination with the departments.
Office for Anticipatory Governance, Better Regulation and Cross-departmental Projects
Development of the Strategic Foresight methodology and establishment of the Department's Strategic Foresight Unit. Promotion, development and supervision of better regulation methodologies and their application in support of the Department's offices. Supervision of innovative cross-departmental and change management projects.
Office coordinating the Management of Human and Instrumental Resources
Management and coordination of the main cross-departmental administrative functions and processes for the management and enhancement of human resources, liaising with the Department of General Administration, Personnel and Services, in the following areas: staff recruitment and mobility, departmental staffing, performance appraisal of managers and staff, professional training, preliminary investigation for the authorisation of external assignments by departmental staff. Coordination of activities related to the appointment of management positions within the Department. Cooperation with the Department of General Administration, Personnel and Services to implement professional development and organisational welfare initiatives. Support in trade union negotiations on matters of interest to the Department. Analysis of the logistical needs of departmental structures, monitoring and operational management of departmental spaces, also with a view to the rationalisation and modernisation of working environments.
Office for Institutional Communication
Support to the Director General of the Treasury and the structures in the field of communication, event organisation and external relations. Centre of specialised competence for the logistics, communication and ceremonial support necessary for the organisation of events, seminars and meetings, with particular reference to the rotating presidencies of European and international committees, groups and financial institutions whose relations are handled by the Department of the Treasury. Annual survey of the communication needs of the departmental structures for the definition of institutional communication priorities and strategies and the management of communication campaigns on issues falling within the Department's remit, in line with the annual plan drawn up pursuant to Law No. 150/2000, in liaison with the Institutional Communication Directorate at the DAG. Management of relations with the public, in collaboration with the public relations office of market information activities for investors in government bonds, with particular regard to individual savers, in support of Directorate II. Promotion of administrative transparency in accordance with current regulations and preliminary investigation for the Director General of the Treasury to respond to patronage requests. Graphic and editorial coordination of the various communication tools, including publications and reports, the departmental website and other institutional websites or digital channels created and managed by the Department of the Treasury to support committees, specific projects or directly promoted events. Information support to structures on topical issues, daily monitoring of news agencies, media and social media, and care of the daily national and international departmental press review. Coordination and implementation, on behalf of the Director General of the Treasury, of cross-departmental projects of particular interest from a communication perspective.
Office for the Coordination of General Cross-departmental Services
Coordination of document flow and departmental IT protocol. Monitoring and coordinating document storage and archive discarding activities. Management of the departmental library, subscriptions to newspapers and periodicals and access to specialised databases and documentation services useful to the department's facilities. Supporting departmental structures on processes of cross-departmental interest with a view to centralising operational services. Centralised management of the technical and logistical services relating to the departmental meeting rooms and other meeting spaces available in the Finance Building, in collaboration with IT services, the institutional communication office and any other departments involved. Coordination of activities related to the protection of personal data of departmental interest.
Office for Legal Support
Legal support to the Director General of the Treasury and to the structures in relation to: contractual activities of the Department of the Treasury, including aspects of administrative law, international law and private international law; debt and financial operations of the State, also for the purpose of issuing the relevant legal opinions; legal issues in banking, financial, insurance, corporate and corporate governance law; pre-litigation and departmental litigation with the exclusion of those relating to currency, anti-money laundering, and concerning measures within the competence of the Financial Security Committee.
Office for Competitiveness, Competition and State Aid
Legal support to the Director General of the Treasury and to the structures in relation to definition of policies and initiatives for the strengthening of economic competitiveness; compatibility with EU competition and state aid law of regulatory proposals and measures in matters falling within the Department's competence; matters relating to the exercise of special powers in cases of interest to the Department of the Treasury; management of negotiations with the European Commission in relation to antitrust procedures and authorisation of state aid measures as well as recovery of unlawful state aid falling within the Department's competence; pre-litigation and EU litigation in competition and state aid matters.
Litigation Office for Currency, Anti-money Laundering, and Measures within the Remit of the Financial Security Committee
Handling of appeals against injunctions issued by the Department of the Treasury on the prevention of the use of the financial system for the purpose of money laundering and the financing of terrorism, as well as on currency matters. Dealing with appeals concerning measures within the competence of the Financial Security Committee. Two non-general management level advisory, study and research positions, for the purposes of Art. 1, paragraph 348, of Law No. 145 of 30 December 2018, two non-general management level positions of consultancy, study and research for the purposes provided for in Art. 7-bis, paragraph 3, of Decree-Law No. 80 of 9 June 2021, converted, with amendments, by Law No. 113 of 6 August 2021, and a non-general managerial level position of consultancy, study and research for the purposes provided for in Art. 8(3) of the same decree-law are assigned directly to the Director General of the Treasury.
